I have exactly zero idea what the issue is, but the advice is consistent.

Look him directly in the eye and tell him what’s up. Don’t condescend him. Don’t be passive aggressive. Just tell him what you want in the calmest tone possible. Give zero justifications. If he ignores your wishes, you withdraw all attention from him. You said you’re work friends, and that’s sadly the only bargaining chip you have. But don’t threaten it, just let your actions speak for themselves.

Another option I’ve used a lot is putting it in the best interests of him to be on your side. I wish I understood what the fuck you were saying, but I’m sure there’s a way.

Just don't give a fuck dude. You don't own the place. If the manager doesn't care, why should you? Is this your life's goal? To work there until you die? I hope not. So okay then, relax. Let the guy do wtf he wants. You did warn the manager twice. It's not your problem anymore.

If anything, look for a better job.

I also work with similar sorts of people. The saving grace at my workplace is that management is strict. When something is reported it gets dealt with fast. But you don't have that. So it is really out of your hands when this guy contaminates whatever he is contaminating. You have reported to a superior and nothing was done. It is therefore now the superior's fault. Hell, maybe even secretly record yourself making a complaint so if he tries to deny you made any complaint, you have proof.

I understand how you feel. You want to be professional but there is only so much you can do when those in charge are being useless.

Cut the racist shit, it doesn't belong here - it doesn't add anything to this story / question and it just shows weakness on your part.

Read / listen to When I Say No I Feel Guilty and work on being more assertive. Your post indicates that you're stuck between passive aggression and passive flight - the solid middle ground that you should seek is to be assertive.

Get a paper trail (ideally email but text would work) that backs up that you have reported this to your manager - "following on from our conversation earlier about xyz" will be fine. Send a follow up message the next shift asking when something will be done about the xyz issue. Then the next shift send the message up the chain of command explaining that nothing is being done and that you're concerned about customer safety.

If there's any comeback from your coworker then fog, use negative assertion and broken record (all in WISNIFG).
