Is this guy I like not interested anymore?

I’ve been seeing this guy on and off for almost a year. I work with him and at first he wanted to be straight up with me and said he wasn’t looking for anything serious and can’t commit to anything. Also said we could still hangout. He was afraid of work getting in the way. I agreed I wasn’t looking for anything serious at the time either and we then both agreed to take it slow and see where it goes. We would hangout a couple times a month, we went on a few dates and we’ve gotten intimate too. We definitely have a connection but he tends to be super hot and cold with me even from the start. I would ask to hangout more often than he did and I was tired of being the only one making an effort. The last time we hungout was about five months ago. I still hear from him every couple of weeks and I see him at work, he acts like everything is completely normal. I’m at the point where I don’t know to do. Should I continue with this? The fact it’s been almost a year now is a little ridiculous.

Also I’m pretty sure he’s been hurt in the past but I’m not sure if that’s part of it.
