"Jokes" are almost always a sneaky way to say what you really think.

Personally if a guy made that passive aggressive joke to me I'd lose a lot of respect for him. It shows a lack of class.

Not okay, at all. Pull him up on it. If he is really concerned about how much the two of you are spending when you go on trips, he should discuss budgets in a mature way, not couch it in a passive aggressive joke. That's what I'd tell him.
