Go practice on a cute sales associate.

Don't try to stop some girl who's trying to get somewhere. Talk to one who is casually browsing through a store.

Ask some girl if she'll give you an opinion on 2 shirts you're looking at. Girls love giving their opinions. .

Ask her something with plausible deniability. "Is this the bus stop for bus x/y?", "Do you know where store X is / where I can buy Y?". If she's uninterested she'll answer "I don't know" in a dismissive way, even if she does know. If she finds you interesting she'll smile and eagerly explain to you, or try to find out together / make another recommendation. Take it from there.

It seems really stupid if you're in your own town and know everything, but just go with it. Ask something that would be reasonable a guy new in town or a visitor in a rush would ask, like "where's a supermarket / tourist spot / certain mall", not "where can I buy gun oil / aquarium plants".

Yeah, maybe if she has an obvious subculture look like hippie girl you could start like, "Excuse me can I ask you something, because you look like you are a hippie/sporty/rocker girl?" (She thinks: "Here we go again...") "Do you know a good vegan restaurant / running track / tattoo parlor / bar here?"

She thought you were gonna hit on her, but you defused her bitch shield with a "genuine" question.

If you're getting a good response with these plausible deniability openers just take it from there. If you're getting bad response you need to work on your body language and facial expressions, you have to ask in the same way you'd ask if you were genuine, like you would ask a guy.

See how this goes and report back.

If girls are going somewhere not a static location they'll just dump the I have to go somewhere bit on you. If you actually want a chance you're best going somewhere where they are shopping or eating etc where they can't run away easily.
