In it he clearly says that he does not care about what Nietzsche really meant and he will rather use him as he sees fit and in whatever fashion so that Nietzschian philosophy would serve him to reach his predetermined goal.

This is how TRP mentally works, there is a predetermined goal (the central TRP creed) and whatever facts (scientific or philosophical) they could find, they will bend and abuse to match their predetermined conclusions
