Whether or not you have rights in this case depend on your custody agreement. If it’s not spelled out in there then you’re probably out of luck. My custody agreement prevents either parent from moving the kids out of our county for the purposes of permanently relocating them without written permission from the other parent. And it also spells out that neither parent can take the kids out of California for any reason without written permission from the other prior to going. I made sure all of that was in there specifically to prevent her from taking the kids and moving somewhere.

If no one has filed for divorce, any parent can take the kid and travel wherever they want.

I specifically wrote in our custody agreement that taking the kids across state lines requires written APPROVAL (she tried to make it “notice” and I wasn’t about to fall for that) from the other parent. If this isn’t already in your agreement then I think you’re out of legal luck, sorry.
