Legally it would be, but technically pedophilia is an attraction to a person that hasn't yet undergone puberty. This is why in one country you could be considered a "pedophile" for something that's considered acceptable in another country or state where the consent age might be 15. The use of a "legal age" thing is more about protecting a child who doesn't have the ability to make a carefully thought out decision about who they're having sexual relationships with. Bring attracted to a 17 yr. old vs an 18 yr. old really makes no difference purely from perspective of whether someone's a pedophile - the answer is they're probably not (because either way that person probably already hit puberty). This is why it's so easy for kids that are 16 and more mature to lie and say they're 18+ without being questioned. On the flip side, a kid who hasn't hit puberty could never pass for someone that's 18+. It would be easy to tell. And being attracted to that kid would definitely a characteristic of a pedophile.
