Well first off, I don't condone beating up kids (anyone under 18 years of age). With that legal part aside, let me continue.

In the military, they have a concept, called a "show of force".

It could be as simple as a group of soldiers walking through the middle of an Afghan village, which portrays "we are here, and we are ready to lay it down, I dare you to pounce when I am here".

Another show of force would be like the raid that killed Osama Bin Laden. It says "we took our your biggest man, who claimed to be untouchable, what will become of you?

You can take the first method, of being SEEN in an aggressive and threatening manner, or you can choose the second method, and make an example for others to see.

When applying the second show of force, you simply don't dish out the damage. You have to leave a clear message for them to understand, therefore they know what will happen if they continue with their course of actions.

I'd also teach your brother how to "physically negotiate" with someone. And I'm not talking about in a fair fight method either. He's probably getting picked on by people bigger than him, so he needs to know how to initiate contact when the bully is isolated, and so on. People like the ones who pick on your brother only back down when THEY are the ones in fear of being beaten to death.

I was bullied a few times as a kid myself, and I set a very clear picture for the kids who bullied me. I used to get my pencils sharp as a motherfucker, and eventually I would snap when they picked on me and I'd stab them enough to bleed. I would then tell them if they kept it up, I would fucking kill them. It always ended after that, because they knew I meant it. I was willing to take it to the deep end, and they realized that bullying me probably wasn't worth worrying about some psycho white boy fucking killing them after school. Your brothers bullies have to believe his intentions also.

A kid confronting a bully is like nuclear warfare. Each side is going to taunt one another until one presses the nuke button (starts a fight) or the other one backs down.

You can't have your little brother rely on you to get respect, instead he has to earn it himself. The only way to stop bullies is with force! And since the bullying is verbal it will most likely go away when he asserts himself instead of starting to cry.
