It's [m] for male, sometimes you'll see [f] for female as well. It's to identify the poster, or the gender of the person who they are referring to.

How does one get that flair? Ticking the tick box in the side bar does nothing for me.

My flair is given by the mods to people who they "endorse". I think that there's supposed to be a flair for men and women for everyone else. If it's not working, you may want to PM the mods.
