When sexuality is related to nudity, the starting point is to have sex and therefore it leads to get naked. But in our society, it the opposite. Nudity is related to sexuality which means getting naked will lead to have sex. The huge difference is in the first case, everyone could be naked all the time whithout problem (like the naturist does) and in the second case, you have... The fear of sexual abuse every time a man get naked in front of people since nudity lead to sex and because men are sexual predators, it will not necessarily be consensual sex... -sight-
With this conclusion in mind, let's dig into the many problems this premise create.
As a general rule, men are expected to make the first step in romantic relationship. And one of the obstacle to overcome is : "How do I distinguish an woman looking for a relationship from the one whose boyfriend will kick my teeth out if I try anything ?" One of this indicator is clothing. Since in our society, nudity is linked to sexuality, the more you show your skin so "get naked", the more you signify your interest in sexual intercourse.
The thing is, now, a lot of women dress sexy just because they like it. Which I can totally understand and I absolutly not condemn. But in our society, it appears to be a sign of being available to seduction attempts and then can bring an unwanted attention on a woman from some men.
I think this link between sexual desire and showed skin is the reason behind dress code. Whether you just want to keep people of having sex (religions are the great specialists in this case) or you just want to avoid potential agressions (I'm looking at you feminism), a dress code can seem to be a good solution since it cut the "I'm interested" signal at its base.
However, it seems few people understand the purpose of a dress code. Almost every one can tell if an outfit is appropriate or not but they can't tell the reason why they think that. And because of that, it is easy to turn something like a dress code as a tool for the patriarchy to oppress women when it means to set boundaries because of our societal conception "nudity=>sex". Understanding that would be a key in making the cause of everyone advance since rather than complaining about the patriarchy, you could actually try to make our society evolve by replacing "nudity=>sex" by "sex=>nudity".
DISCLAIMER : I personnally don't think that nudity necessarily lead to sexuality. This post is merely my take on one aspect of our society and I will be glad to read any criticism and counterpoint you may have.
