I can understand the meme being called sexist by some, but saying “relax” is just something to say to someone who is over reacting or something

Yeah, it's a classic case of overcompensation. Whether or not it's true, feminists argue that women are told to relax far more than men are. Okay, I'm not going to argue that's true or not. Let's just assume that it is true.
The issue here is that they are aiming to overcompensate, rather than fix the problem. Is it a problem if people view women in a negative light, and as a result, tell them to relax far more than is necessary? Yes. But you know what else is a problem? Treating it as sexist literally any time a woman is told to relax. That's just the other extreme.
This kind of thing comes up a lot. Something which isn't inherently bad is done more to Group X, and the conclusion is that it's due to prejudice. The ideal end goal is to be in a world where that thing doesn't happen to Group X any more or less than any other group. In that situation, it would appear that the prejudice is gone. But every time, people actually push for that thing to literally never happen to Group X. And that's just absurd.
Another example would be villains in media. A villain being black doesn't mean society views black people as evil. It means that this one villain is black. Not a good thing nor a bad thing. Just a thing. Yet if 90% of villains in movies and TV shows were black, that would definitely suggest that something's up. That definitely comes across as discrimination, viewing black people as evil. But the solution to this is not to move to a world where there are literally 0 black villains. That's not fixing the problem. It's replacing one extreme with another extreme.
A man should be able to tell a woman to relax without it being seen as inherently sexist. Sometimes people need to be told to relax, men and women alike.
