At a guess, it’s something about men taking less time in the bathroom than women. This way women can use the “men’s room” when men aren’t using it

Because they are too cheap to build a whole new gender neutral bathroom, and it can't be the women's room that gets converted. Women would throw a shitfit, and tweet about it till the cows come home, and organize boycotts and shit. Most men will mostly just grumble about it, but do nothing else. Until that changes, that is what will happen.

I couldn't tell you why. Although I feel like there's more important issues facing men than bathrooms not specifically designated for men.
