I would be careful how I talked about "taking away the choice".

In some cases, taking away the choice can actually be empowering because it removes a choice from consideration that wasn't free chosen in the first place because the person making the decision felt compelled to choose it.

For instance, I once read about an American who took an office manager job in Japan. He was concerned about his subordinates working excessive overtime. Rather than simply telling them, "You have the choice to not work overtime", he simply told them "The office closes at 5 o'clock. Go home!" He reported that some of these men thanked him in private for removing the "choice" to work overtime because while they did not want to work overtime, they felt compelled to work overtime in order to not look bad by comparison to co-workers who did work overtime.

I think that a similar thing applies here.

I think it's good for new fathers to take paternity leave alongside the mothers of their children, and this sounds like a step in the right direction.
