I'm on the fence on this one.

Homeless shelters drive up crime where they are situated, reliably. My wife's office is right next door to a major shelter in our city, and there have been several murders of people from the shelter already this year, with a couple of the bodies being dumped in the dumpster behind her building proper. Assaults are a twice daily occurrence, right on the street out front where they loiter.

I'm not sure the children themselves are at risk, but you cannot collect a bunch of the mentally ill, alcoholics, drug addicts, and desperate people together and not see a spike in crime.
