I wouldn't say always but until more women get on our side about the inequality issues then nothing will change as women will constantly just back each other up while using social pressure to maintain the status quo. Honestly, similar behavior is used in any socially accepted discrimination. Until women got a number of men, who held the power, on their side they didn't get the vote. Until the Ottoman Empire was weak and needed allies it treated Christians as virtually without rights and once it got those allies it was forced to accept more fair policies. Whoever is in power has to make the change. As long as the pussy pass is socially accepted by women, who currently hold the power over how women should be treated through their influence on men and teamwork with other women, it will remain the same. Considering how stubborn most women and some men are about feminism and the need for a special place in society for women, I doubt it will ever change.
