I'm in that 9%. My area is very deprived and I grew up in poverty. The borough had a program for helping promising kids get to university which helped a bit. Though I was in about around 5% or less of white kids in my schools. If you look at the clustering you may see some interesting things. The cities are turning mostly black and asian youth in poor areas. Though if there's a university it's easy for them to attend and stay at home. The authority is also somewhat likely to cover a lot of the fees. You'll probably find the poor white kids more evenly distributed across the country.

This is for "higher education" at 18, not just university. Vocational education or training counts, I don't know about apprenticeships.

The much lower figures for whites is affected by racial geographic distribution - rural areas and small towns are heavily white.

This is just for State school kids. Charter and religious and "public" (i.e. private) schools are not included.
