First off, what do you have to offer. Think on that heavily. You need to have value. Maybe a knowledge everyone needs, maybe a skill set, maybe social clout, even money if you can leverage it properly (most can't). Whatever it is, use it. Live an interesting and productive life.

Second, approach. Ice break. Integrate yourself. Walk away from failure as a learning experience. Read how to win friends and influence people, listen to Ace productivity and the art of likeability. Most importantly, you have to get out there and try.

Third, location. Go do things you enjoy or don't know you don't enjoy. Try new shit. College is the perfect environment to join and leave clubs, groups and gatherings, block parties, frats, etc. Use meetup dot com, Google your local free events, hit up art galleries, take dance lessons, try rock climbing, whatever. This entire time you speak to everyone you can. Take genuine interest. Think of yourself as a reporter trying to get most exciting biography you can from the target.

Fourth, fashion and physique. Nothing to say here, trp covers that in spades. Get fit bro. Just do it.

Fifth. Goals. You need to understand what and who you want to be. Go to seminars, try new things, read constantly, check out job fairs and career councilors, whatever it is until you find that passion where your skill and your desires meet. Make that happen. Once you have a mission you'll also have the ability to say the all powerful "no".
