Yes, that's pretty much exactly what people who choose to have their son's forcibly mutilated are saying, that it's their right as parents to abuse their children and they shouldn't be judged for doing so

Of course parents don't have the right to abuse their children, but the problem is that forced male genital cutting is not looked at as abuse; it's looked at as an insignificant cosmetic thing, almost like "why do you care if I cut my kid's hair?" It's completely out of touch from the permanent harm and decreased function it causes
