Some context would be great though, cause if we're talking about two people in a relationship I feel that a man could be startled by that gesture because he isn't as "used to it" as females are (at least for me, I would jump at the first times). But if we're talking about two perfect strangers, that is not acceptable, for either genders, and she's a moron for saying that.

Without context this post is useless, but more importantly, who cares? This is the lowest hanging fruit ever. For every wrongdoing there are a ton of shit posts out there to validate it. Cherry picking and promoting the “ideology” if someone who isn’t capable of forming a coherent sentence is just rage porn. Whoever wrote this is completely irrelevant and has zero bearing or influence on anyone’s rights.
