No, nothing specifies that, but isn't that against the spirit of every constitution. Isn't upholding fundamental rights primary and everything else secondary?
So the only way is to form a political party, fight elections, get influence in the government and challenge 15(3) in the Parliament through a constitution amendment bill which might need 2/3rd majority in both houses? Fuck !!!

To be honest we are a country of cucks. Our history with invasions would show enough evidence for it. Gandhi being the cuck-in-chief.
We are not able to control western ideas from infiltrating our culture, many of them are very damaging, Feminism being the prime example.
