I work at a public university in the US and I am required to complete an online Title IX training course regarding discrimination and sexual harassment. In the very first example scenario of the first module of the training, a female employee is seen making lewd comments to a male employee that would reasonably offend him or make him uncomfortable at work. This example is used to show that even if there is no malicious intent behind such behavior it is still unacceptable.

It was refreshing to see that my employer accepts that it isn't only men who could potentially behave this way and that it isn't only women who have a right to a comfortable work environment.
