Create laws that reward women for filing domestic abuse cases and dissuade men from doing it
Domestic abuse rises due to incentives and it is mostly women being abused, since men are too scared to report. Statistics show a grim picture.
Now go back to #1 with the new stats showing how serious it is and show laws need to be toughened even more. It never ends.
