I agree that if the police are now saying these were bias crimes, and that the police themselves were complicit in covering them up, then at the very least, the police must be held criminally responsible for this, as it was an ongoing coverup until recently. But ideally, the original murderers ought to be found. I would not be in favor of actually prosecuting THEM however, because I'm not really in favor of any "historical" type prosecutions. People have a right to a speedy trial, and (regardless what anyone else might say) the clock starts ticking when the deed is done. But just make the evidence public so everyone can see what they did.
