Current law? Wouldn't that require crimes on campus to be actually treated as crimes with police investigations and collection of evidence, eyewitness testimony, and cross examination?

It's rather revealing isn't it, his choice of words? "Law" that is, on campus. This was the mindset of the Obama administration, we say so, therefore it is. Thankfully, administrations, eventually come to an end.
