Wow. Who cares? Maybe the women's room fit better in that space because it was smaller and wouldn't accommodate the space needed in a handicapped bathroom.

I can report something more serious. In David Lewis' Cardiff store, the store cupboard (i.e. closet) is in the entrance to the gent's toilet, so that, as I saw on one occasion, the female cleaner who goes to the closet gets a full view of males at the urinals.
