I listened to the clip yesterday. The sad part is that he's not saying exactly what people are spinning him to have said, but the reality of what he said may not be any better.

He isn't trying to insinuate that nonconsensual sex is okay. He's saying that the line for morality needs to be drawn even earlier than consent. He's saying that even consensual sex can be immoral. Specifically, gay sex, group sex, rape fantasies, etc.

As a bit of an unofficial Republican spokesman, that position does kind of confirm the "Republicans want to control what you do in your bedroom" narrative that, IMO, they should be trying to shake rather than embrace.
