I'm 22, 23 in just over a month

When approaching, I'm extra careful not to seem like a predator approaching underage girls. However, it backfires most of the time, with all the women turning out to be 25-30

Today a girl in a shop was like "you're too young for me" (25-30)

How to fix this? I'm already asking age on approach. Should I approach even young-looking and just leave if they under 17 (age of consent here)?
