Regardless of whether this translation is accurate or even if it's a joke, this is where we are headed all over the world. I'm not one for conspiracies, but their effort all along has been to drop the "intimidation, hatred and harassment" hammer on free societies to criminalize speech.

This is why it's so important to resist the redefinition of words. Words like racism, sexism, assault, harassment, rape, and especially the words violence and aggression, are now so broadly used that they are meaningless. But if you have a law on the books that penalizes 'hate speech' or 'internet harassment' and you can make the word fit then you can simply lock up your enemies.
