I always throw a dollar in the tip jar for these people and get a picture. Whether it is a guy painted up like a statue or a girl dressed in almost nothing, it doesn't matter. They are out there making a living doing something I wouldn't want to do

I disagree. Why else would people stand around in full dress for hours at a time. They're out there just like any other street performer. People, mainly tourists, want to take photos with them. They ask for tips. It's simple for both parties. It just seems like this dude is being a dick (and a liar):

"I just want to take a photo of the background."

When the girls are clearly standing right in front of them. He's antagonizing them on purpose so he can get it on film.

I took a photo with a dude in a Master Chief costume on Austin's 6th street. He opened his grenade pouch to reveal wads of $1 bills. I understood then that he wasn't out walking around taking photos with drunk strangers for fun, he was there earning a living. These women are the same way. Guys dressed up would react the same way.
