As someone from Halifax and someone who hates pussy passing, I have to say: good.

Halifax and NS in General has absolute shit mental health services. It's months to get your first appointment, and you see a social worker, not a psychiatrist.

However we have been making progress. We have a court dedicated to mental health that deals with pretty much every crime except a select few.

Unfortunately more and more people are commuting crime to get the mental health assistance they need after being turned away from mental health services.

A good friend of mine was arrested for vandalizing scotia square while manic, and was hospitalized for a few days and has follow ups with psychiatrists, got his medication adjusted as it was way too low. His life is manageable now, and he's actually working in the mental health field with one of the hospitals in the area that he would never have gotten had he not gotten help.

I don't see this as a pussy pass. Just Enfield RCMP making a judgement call that someone needed help more than punishment. And yes, they do this for men too.
