It's not about whether or not the child gave his consent, children are impressionable and easily manipulated (see religion), believing what they're told at face value. The age of consent is there because it assumes that by that age you have a mind developed enough to make your own decisions.

In every mammal and primate species the time to start having sex is when that animal desires to have sex. Consent laws come from the religious based belief that sex is bad and dangerous.
