It's not clear if what they are saying is true as the text contradicts it somewhat.

Transgender men and women are to be given the right to choose their legal gender

But the whole point is that if they have to prove first that they ARE transgender then that is not a right at all. In fact that sentence describes the status quo. You have this right but only if you can prove you are transgender by jumping through hoops.

The alternative ought to be described simply as, "people are to be given the right to choose their legal gender"

In particular the question arises whether someone could opt to be a woman for official purposes when they had no identity as anything other than their birth sex. I can see men opting to be treated as women officially for a lot of reasons and I would think that even the suggestion that this might happen would be enough to derail this law. So the question remains, do you have a right to change sex like you'd change your name on a whim and without having to give a reason (or rather better since i don't think you do have a right to change your name)?
