The reasons I suspect are ;

Boys need fathers and on the whole boys brought up without dads do not do as well.

Society rewards girls even at a young age but penalises boys.

Lack of male teachers.

Biased testing. The narrative is very important to boys. The lat thing they want to read about is flowers and clothes etc.

Given that this is a recent trend (the test scores, etc.) one has to wonder what recent changes occurred that suddenly resulted in boys scoring so low. It is either the teachers, the way they teacher, or the curriculum, or some combination. There really isn't any other explanation in the school.

Maybe the English tests are all about crappy old literature, fiction, and liberal arts claptrap.

They should have two English tests - one for technical writing / reading and one for all the emotional blather and stupidity that is the usual shit for the liberal arts. Let the kids choose which one of the two tests they want to take, and don't tell colleges which one they took, only the score.
