So far "will be held accountable" translates to "will be moved to another church in secret".

The pope is the head of state of a sovriegn nation, he has nearly unlimited authority to impose penalties, both secular and dogmatic, on the people under his authority.

A sternly worded speech doesn't impress me much. Let's see some actions.

I have yet to see how the Catholic church, which for decades supported pedophiles as official policy (even going so far as to have an entire division dedicated to protecting them) is functionally different than a massive child sex ring.
