I'd like to understand: why are feminists supposed to have an outcry when women do bad things?

It is a matter of holding them to their own standards. Every week there is an article or blog post reblogged and retweeted hundreds of times calling for men to decry some random act of violence a single committed against a single woman. Yet women a woman commits a bad act, particularly against boys, all the feminists go silent. They do not feel the need to even state the act was wrong, let alone express any outrage when the woman walks with no prison time.

Are they responsible not only for pointing out bad male behavior but everybody's behavior?

If feminists claims they want to stop all bad behavior (which is their claim), they ought to call out women's bad behavior as well. However, most feminists seem content ignoring the behavior, downplaying when advocates of male victims or men's rights activists mention, or claiming the acts are too rare to worry about.
