Yes, the dudes can show up in cargo pants and a tshirt, that's because they aren't considered the pretty/cute/sexy gender. They could wear a tux and some nice shoes, but it's the same thing. Few expectations, few results. There are more expectations on women, but they get more out of it. It's a double edged sword. You're free to wear simple attire as men do, you won't get tar and feathered for it, people just won't give a shit about you, as they don't give a shit about men. Celebs get paid shit tons of money by sponsors to wear their clothes, perfumes, shoes, etc. Women benefit more from this. As I said, there's good sides and bad sides to beauty culture.

The writer however is one of those women who want the full benefits of feminine beauty culture while putting in none of the effort if possible. Can't have your cake and eat it too.
