honestly it seems like a tactic to get you to meet him by dangling something in front of you and he is just a stranger online, you cannot be too safe.

My first hunch would be that he is probably married and doesn't want you to disturb his "married bliss" until he decides to tell you about it, and sees if you are on board with it. Limiting your interaction to a dating site reduces his risk to be found out.

I see no issue with what he said. Some people prefer to stay on the app until meeting in person, then move to phone. Not everyone has or wants to use alternative phone numbers. If he seems cool just keep talking to him and see how it goes.
