If he just reads this stuff for the emotions, he is definitely an addict. On one hand, being addicted to Twitter arguments is much less harmful then being addicted to alcohol. It is even less harmful then being addicted to illegal drugs. If an addict does not hurt anyone by his behavior, then he owes an apology only to himself.

On the other hand, being addicted to negative energy is more harmful then being addicted to neutral energy. An example of a neutral addiction is video games.
