I disagree.

I personally view it as 3 things. Cute, maybe? And creep.

The maybe part is where the vast majority of men fall under. It's that happy medium where you're cute enough to do this,, but not really. It's where usually women talk about it but not in a #metoo type of way.

Think of it as someone you want to punch because they are being rude but you can tell they are having a shitty day and are trying not take it out on you. It's something you dont make a big deal out of, but it's also not an ok thing to do.
