Dual citizenship. Means there's a paper trail, through immigrations back to the parent nation. And from there the name change will also be a matter of public record. Not really clever, if the lass really wanted to find him, she probably could. Question then is if she could get at him in that other nation...

Even harder, I would imagine, if his other nationality is a country in the EU (seems likely from story) and he could move freely between any of those nations. Probably hard to pin down if he was trying.

Depends on if there's some extradition treaty in place, and what types of laws they're willing to enforce in regards to that. Lot of places only have it on paper, but it's a low priority in terms of enforcement if the person wanted hasn't committed any crimes in the country in which they're currently resident. So they either have to do something bad enough to get on the radar with law enforcement, in which the record is pulled up. Sometimes small countries may also start picking up cases if they want political favor with the U.S., but it's not the most common thing.
