It would have to be a drastic rewrite of the laws.. there are too many perverse incentives in the system as it stands today. At the end of the day the non-custodial parent pays the same amount no matter how much time they get with the kids and is almost always responsible for 100% of the legal costs ( both sides ). The systems is designed to get dad to pay up and shut up.
