Former charity, shelter and rehab center worker here. There is no way in hell it's 1/4. I immediatley reject any study that suggests that. It's MAYBE 1/10.

This is a PERFECT example of the narcissism of women. The problem isn't the homeless, it's the (presented as) fact that one in four are women. You see the same thing with the media blitzes for "breast cancer awareness", ignoring all other much more deadly cancers and also conveniently ignoring the fact that men can also get breast cancer, though admittedly it's more rare. There's also been a handful of articles bemoaning alimony now that a whopping 3% of alimony payers are women.

Other examples were the U.N. tweet from a few months ago, decrying that 18% of journalists killed in war zones were women. The list just goes on and on. If it happens to a man, it's comedy, if it happens to a woman, it's tragedy.
