I have adapted this on more than one occasion. Granted not as powerful as his. I once was negotiating a compensation adjustment and I said, "I want to work at this firm going forward. I don't think the second quote is advocating giving your opposition a say in a matter. Instead it alludes to mercilessness in war. The US stopped bombing campaigns on the retreating Iraqi forces in the Gulf War after images of the "Highway of Death" were broadcasted internationally - giving cover for possible claims of overkill and slaughter. According to Mattis, we may think it over and declare it over, but it isn't over until they admit its over. If we had done like Mattis and handn't stopped early, we would have gotten better post-war concessions from Hussein back in 1992.

I see your point, but I disagree. I think the quote is more relevant to Operation Iraqi Freedom. Bush declared the war won and over. The Iraqi people didnt agree and they (voted) to keep fighting by attacking our troops. Ultimately if the other side wants to keep fighting they will (assuming there are not geographical or technological limitations).
