My father was a bulldog of a human resource manager at a hospital and he always told me that if you have to give a compliment in the workplace, always say "you look very professional today". Doesn't matter if it's a man or a woman. It's a fool proof and no one ever complains to HR for receiving a compliment based on professional attire. If someone does, well then they shouldn't be working in the first place.
