Actual rape is rare, and getting more rare, is already criminalized and when it happens should be handled as such by the correct authorities. It should be investigated like any other crime, with the presumption of innocence until evidence proves otherwise, and with contradictions in the accuser's testimony indicating a crime did not take place (this last is currently under heavy attack).
Regarding "imbalance" and all that shit - yeah, there are gray areas in sex, just like any other area. If I ask you for $10, and pressure you, you might give it to me, then sorta regret it, but nobody is going to call it robbery. That's life. We do stupid things, we regret them. Sometimes we get pressured into things. Life isn't simple. Sometimes we try to draw strict lines on objective criteria - someone is in a position of "power" such as a boss and his employee. It's difficult to say if this is a good idea or not. But if we're going to go and start criminalizing some of these sexual gray areas, we're going to end up in the 7th circle of hell where literally nobody - not men and certain not women - is happy.
Regarding ugly women - sure, everybody knows ugly women get raped, even if many don't buy the feminist twaddle about rape being about "power" (it is often about sex). And since I doubt there are statistics, there's probably no way to know...but I do bet the average victim is at least something that merits desire.
