They don't. They make it up (PDF), then they run straight to the media.

The media, being scientifically illiterate, exaggerate and repeat the claims, then sooner or later it becomes 'fact' and then public policy.

They don't, they basically look at random people and keep a check on who gets HIV and who doesn't, and most of the results never include social/religious factors or the fact people with circumcision are more just as likely to transmit the virus as non circumcised men but not actually get it themselves.

(not the best but it was the first thing I could find)source(The wives of the men who got circumcised in this trial appeared to be at greater risk of getting HIV than the women married to uncircumcised men)

Here's how the test(s) go:

They took three groups of men, circumcised half and basically waited until they got HIV.

There are several problems with this test. The circumcised group went to the clinic at least three times as much as the uncircumcised group, and each time they got sex ED and condoms(Just as Blakrimson said).
They also didn't wait until after the circumcised men healed before they started the timer, giving the circ group an advantage because they had to refrain from sex for 2-4 weeks.

The whole discussion is utterly flawed considering any health benefits that may or may not be linked to circumcision will not manifest until the baby who is subjected to this mutilation is old enough to make the decision themselves.

E.g. Circumsicion prevents HIV! - That's great, now tell me, how many 1-year olds contract HIV through sexual contact on a yearly basis.
