The answer is that, outside of prison, men and women are raped in roughly equal numbers. Also, because virtually all victims (both female and male) had rapists of the opposite sex, this means that men and women rape each other in roughly equal numbers.

Again, this leaves out prison rape. If you factor it in, you see that rape is predominately a male problem.

Also, this depends on you using a sane definition of "rape." Legally, a woman forcing a man to have sex is not rape.

It's difficult to say because of the way we record rape both inside and outside of prisons, many countries adhere to definitions of rape which exclude male victims and female perpetrators from being counted and as such and until laws are changed to include this then our statistics are flawed.
