So, the test result stated 'you are not the father', yet the attached letter stated 'you are the father'?

If that's the case get on the phone and get to the supperior of the person who penned the letter and do a calm, formal complaint.

Do it in writing as well.

Tell them you'll be contracting a lawyer and take them to court.

This is serious business, treat it as such.

Could be an error in ticking the wrong box from the DNA test: the discrepancy between the 2 documents should be contested as quickly as possible.

Whilst not the same thing exactly, I had a medical test for driving license renewal and the doctor ticked the wrong box for results from the eye test and I was required to get glasses. I had to get a 2nd independent eye test done to provide sufficient evidence to contest the accuracy of the doctors assessment, uncover the mistake and get a reversal. Mistakes do happen, but sometimes its difficult to prove them and get them reversed and those issuing the results don't care because its not them usually experiencing the consequences. There's not enough checking done due to cost cutting and profiteering.
