Definitely standard, but not mandatory, like /u/FasKap said.

And it should only be a test between child(ren) and the suspected father(s) in each case, no DNA should be kept in database after such a test.

I think they should to prevent paternity fraud in married couples of which approximately 120,000 men annually end up paying for children conceived in affairs. With the legal standard for married couples being the husband is presumed the father, a law compelling DNA tests at birth could change who pays for illicit conduct as well as save men in the long run.

I think it should be standard operating procedure, but mandatory is never a positive thing.
