In most jurisdictions it's not legally rape when a woman forces a man (/boy) into having sex - unless she penetrates him, either by bodily appendage or foreign object.

As a result, news organizations can't directly describe it as rape - however, they could get around that like this:

"Woman convicted of having sex with a minor - isn't it rape?"
